Looks like this is a safety issue, am I right or is this normal?

The commander hammer has 2 positions.
The original Springfield hammer has 3 positions.
Seems missing a extra safety measure on a sear failure.

Normal with Springfield their hammers have a 1/4 cock, half cock and full shelf

New production colt contains only 1/2 and full shelf

Appears the 1/4 cock is used for de-cocking. Drop the hammer to the 1/4 cock position, pull the trigger and the round doesn't fire. I'll never do that with a live round. Going with the Wilson Combat hammer and beavertail.
