I talked to them a few months back about building me a "semi-semi" custom on a Valor frame and slide and they just couldn't/wouldn't do it. I think you are right about the outsourcing and issues. I did pick up a 2017 Blued 9mm Valor earlier this year and there were a couple of spots that weren't blued properly on the slide. I didn't bother with sending it back to DW because I was having some work done on it by Bunker Arms and Brandan took care of it with a reblue. He said the faults were likely where some of the detergent used to prep the slide before bluing was not completely removed and it left a couple of small areas that were not totally blued to the same depth. As far as the Valor "semi-custom", they can only build with the parts that they have with respect to frames and slides. I had them build me a two tone Valor in 9mm with adjustable sights and I wanted a Blued slide with a Stainless frame. Keith told me he didn't have any more 9mm carbon slides that could be blued but he could do one for me in .45 using a carbon slide. Since I was set on a 9mm, I opted for the Duty Finish slide and Stainless frame and the pistol turned out great.
The second part is true, they can only use what they have on hand. I really want a 9mm DT Valor with a Heritage slide as ball cuts are just nasty looking. I believe you can get a bead blasted blue finish on a DW, like an A2, but not polished flats, like on a Valor.This explains why I haven't been able to find a blued DW.
