This is a really nicely dressed 80 Series (MFG 1989) Bomar Tritium bar (dead) rear sight, Tritium front ( I put a new one on I had laying around, not pictured), Barsto barrel, Wilson Bushing, Ambi safety, stippled all around, Checkered hammer, beveled magwell, lowered and flared port.

I do not have nailed down a builder, but it is nicely done work given it was done in the 90s.
