I’m curious; I have a variable speed buffer I used for when I was making pipes. I heard I could use a carding wheel and it’ll take the surface rust rough spots off and preserve the bluing or whatever is left. Is this correct?

I'd hesitate to use any power tools because I lack experience with them.
I would start with oil and bronze wool on the rust.
I found bronze wool on Ebay.
