Not even close. It's a frangible/sintered bullet and has no jacket. It's for indoor training because it won't ricochet and it's lead free.

Some people think it's good self defense ammo for the home, thinking it won't over penetrate.

I have black talon and Ranger JHPs in 9mm. The penetration of the ranger ammo is superb
